playboi503: Anon1: Nothing. This artist chose to take some artistic license and gave the female charr two sets of breasts, because real-world cats have multiple pairs of mammary glands. The male also has two sets of nipples, so at least the artist is consistent.
Anon2: Yes, actually, they are. The character artist who designed the charr, Katy Hargrove, came to a consensus with her superiors that female charr have no *visible* breasts. Seeing as charr are mammals though, they would need to breastfeed their young regardless--so charr are actually *more* like real-world cats, in that their mammary glands ("breasts") are only full and active during pregnancy and breastfeeding. When they aren't rearing young, which no soldier charr would do, their breasts will be nearly invisible, but they are modest enough to use a chest-covering regardless (as can be seen with any female charr wearing no armor).
zeuz: Even with two set of breasts, the other two on the other side should be minimal visible, specially the bottom one, being squeesed like that by the male muzle would give more visible opening to the breast in her right lower side.
