Females are slightly more common. They are both female and here is the evidence from the anime. After the "brother" that attacked Balalaika was shot and dying, her voice cracks, and "he" speaks like the "sister". The pain and shock she was experiencing made her revert to her normal voice. You wouldn't be able to concentrate on faking your voice while dying and in agony. So the "brother" at that point was female. Next the "sister" on the lagoon's boat. This one is easier, because she reveals her genitals to Rock and he later remarks to Benny "They turned her into a fucking monster." Thus Rock confirms the "sister" is also female.

Anonymous6: @Anonymous: There is a slight flaw in your deductive reasoning: you assume they are *identical* twins. Plenty of fraternal twins also look alike, even if different genders. In real life you could still tell the difference but in an anime, maybe not.
