Permafrost wasn't even a teenager seeing as Virgil who was 14 was older than her by a few years. But at the same time people can develop extremely early seeing as when I was a 11 I remember a girl in my class had a pair of D-cups so it isn't impossible for a girl permafrost age to blossom like that with the right genetics.
