There are other services that don't amount to sex that are legal, known as the soapland. Some of these can amount to sex via a legal workaround, this workaround is where the man and woman talk to each other for 10 minutes or so and they are then no longer legally considered strangers, at this point the man pays money to the establishment that is not officially recorded as payment for sex, and then the two have sex. It costs much more than 10,000 yen, which is only the equivalent of 90USD. I have a Japanese friend who uses these, and the price is around 30,000 yen. BTW most escorts and such in Japan don't serve foreigners, in fact many outright say this on their websites and such, they argue that it isn't about racism, but that it's to protect the foreigner who might not understand the culture and language (though I get the feeling it's because the women don't want to serve foreigners).
