This is within Rule 34 rules, because its not 'toddler' porn (the only type not allowed), 'realistic' 3D (although I do wonder how some SFM models of 'realistic' game characters is allowed), or 'fakes' using the faces of underaged persons on adult bodies.
However, this and other similar images are no longer on Shadman's site, because (as I understand it) because he got a 'cease and desist' order from Fox (at the time, who still owned X-Men movie rights), because the character looked too similar to the actual actress who played the role (if you look at the faces, its clear to me that Shadman is doing his own 'take' on her looks).
So, while it does not break the rules here, an artist has to be careful when drawing images of well known characters, even as 'parody'.
I do think that if he had drawn similar images of adult actresses (like so many other artist do), it would have gone under the radar, but doing one of an actual underage actress got him flagged by someone, who probably reported it to Fox.
