We have thousands of nude images that can be described as "not porn". Even though a character isn't doing anything sexual, if there's enough nudity, it'll stay on. (and you can clearly see Sandy nude)
Let's not forget the fact that if there's under 60 images (real por) of a character (eg. Emma Sue from Gravity Falls, Amanda Lipton from Dr. Dimensionpants) then "soft" porn is allowed until there is enough "real" porn. Why do you think we have rule 8?
Also I think you're confusing the image with this version. Where as that version contains no nipples and vagina (to make it veiwable on deviantart), the version I've uploaded does contain those features, and is the version from Inkbunny and your naughty Tumblr.
