LoL that is the whole point. Naruto uses a jutsu called 'Sexy no Jutsu' in the very beginning of the canon. Only the fans dubbed it as Naruko. Do you remember how Naruto convinced Juraiya to train him in the first place? He showed him that special jutsu. It's just a basic transformation jutsu amped up. So who to say he Juraiya got Naruto to transform only partially for him again right before this happened.
