Penis Envy isn't one dude wishing his dick were as big as another dude's, it's the supposed stage in female psychological development wherein a girl realizes she doesn't have a penis, then experiences anxiety due to that lack, along with a desire to have a penis and the power it supposedly represents.
In short, she envies those that do have penises.
Of course, this was all thought up by a cocaine-fueled Sigmund Freud, and many of his theories have since been discredited.
The male equivalent is Castration Anxiety, wherein boys realize girls don't have penises, and subsequently develop a fear of having their own taken from them.
