Anonymous4(1): @bAv-R34: One of the mods enables it sometimes when he needs to post a pic, but since he's so irresponsible he never disables it and for a while it's available to all users. When another mod catches on they disable it.
Mods can't use the feature exclusively, they can only enable or disable it for everyone.
