playboi503: Zaxares has the right of it; in theory, only a pregnant or breastfeeding charr female would have "actual" breasts, and the rest of the time the mammmaries would be inactive and deflated. Hence why they wear chest-coverings in-game, but don't actually have any armor bulges.
