My idea? This was after the "date" that Korra and Bolin had. We know that the Southern Water Tribe seaweed noodles have an alcohol-like effect (we see Bolin drunk after having eaten a dozen bowls), and after Korra and Bolin eat they (or at least she) seemed to be less inhibited. At the bar, Bolin accidentally burps, and is embarrassed, while Korra doesn't give a fuck and rips one. On top of the tower, she's acting all crazy, like someone who's drunk/high.
My guess for the story itself? Bolin knows EXACTLY what effect that particular noodle shop's noodles do to a person, but he's grown an immunity to them--Korra hasn't. So he takes her there on purpose, just to get her drunk and taken advantage of. in the pic, the look on Korra's face looks like a hungover "whuuuut..." rather than a regular "wake-up-still-tired-cause-sex".
There, free story idea. It's yours. Hopefully you're a good writer.
caelenvasius: I should clarify: immunity from eating there a lot, like how people who drink frequently often get drunk slower (or need more potent sources).

Much better scenario if they just get carried away in the moment, spirals out of control after a kiss. Since they're Teens, hormones work in this scenario's favor. Yes I am an experienced writer.
