It can't understand the human language and it has no way of consenting to the act. But its another story if the animal is self aware and can speak and understand a human language. There for, if the animal can consent to the sexual relations it is no longer beastiality. After all, humans are animals. That's why there called Anthro/Humanoid Beings, there part something and part human. Now this does not mean I support beastiality, I'm just trying to get the message across to people.
