Also, you assume a 1:20 ratio without any proof. Even if you are going by the small amount of male ponies seen on the show, you cannot possibly infer that this represents an accurate sample of the population.
Furthermore, the ponies are not bound to ponyville, and are free to move elsewhere. For all you know there are multiple villages with a large amount of male ponies in the vicinity.
Finally, you rule out interspecies mating (eg. pony on dragon), and forget that some ponies can perform magic. They could feasibly summon a creature for such endeavors.

Back to the ponies, you still get this ratio from the various scenes set in Ponyville, which could easily be very filly-populated. Take the Grand Gallopping Gala for instance, its about 50/50 there.

And the G.G.G. was ivitation only not public so you cant really base you argument on that. Intresting fact, male ants and bees are few and far between. They are born, grow up (wich takes a few days) mate with the queen, then fly or crawl off never to be seen or herd from again. All of the work force for both insect colonies are female. But the queen is the only female with the ability to relese the mateing pheramone. Thats why if you kill the queen, the whole colonie dies. Also, the queen has the ability to choose the gender of the larva.

And let's not forget the twon Applejack's cousin lives at, where they took the apple tree, and had problems with the buffalo folk.
