I think this is classic misdirection. This is the Malon or Ilia of this game, made to look like Zelda to confuse us. Zelda is the princess of Hyrule - why would she live in Skyloft? She wouldn't.
This girl (who is kinda ugly) will get kidnapped by Gilded Sword guy and Link will eventually meet a new brunette Zelda.
