I mean, there are photoshop brushes actually made to render hair (even pubes). Not to mention that I wonder if this guy's ever actually seen pubic hair on a woman. In the position she's standing, bent over at that angle, unless she's got the most ungodly massive muff on the planet, you wouldn't be seeing hair.
Essentially, he's planted hair on her lower abdomen. But then, the wrinkles in the clothes make it look like she has several small rolls of fat, so I suppose that's not saying much.
