the problem is the anons can change the tags of something maybe block them from being able to do that

If you're worried about tags being changed back, leave a note in the comments that explains why something is tagged the way it is, and then no matter how they tag it, the comments will stand. The lower-quality copy of the picture should always be the one tagged for deletion.

If they are the same resolution, check filesize and watermarking.
