TerraLust: Okay, so, at the source, it is made clear that Bowser's dick is in a sheath, here; however, it appears completely like a vagina and with no external context this image is indistinguishable from rule 63... soooo, is it okay to tag that or not? I re-read the tagging rules and they don't address anything like this.
