Arm gills would be redundant, as it is assumed mermaids have a system for breathing air, and a system for water, and that system would be one and the same. The whiskers are acceptable, if they are longer naturally, and she simply clips them. Whiskers are a sensory organ used to scout ahead, if that is their natural length, they would be phased out.
