I was thinking about a mix of "Misaki Ayuzawa"[Kaichou wa Maid-Sama](strong flat-chested girl), and "Kaoru Akashi"[Zettai Karen Children](perverted little tomboy).
Well, about the Breast-thing: I'm not that good at drawing, so I couldn't make that.
But judging from the figure, A-Cup would be fitting to her body(at least in my opinion).B-Cup at max.
Pointing_Out_Why_You_Suck: I've done some shitty edits myself. Technically this is a good edit. Nice pixel work, e.t.c.. But it's just not fappable. Like, at all. And that's not a point against your obvious skill with digital art but instead against your choice of art to edit. Just bad luck really.

As for the pic itself, there's one minor detail that got me- You forgot to make the tail into a heart-shape for a female Pikachu. I just can't stad imperfect gender differentiation! ;)

But still, I've never seen a female Pikachu in the Anime, if all the females are supposed to have that shape, and I've simply didn't notice that in Diamond/Pearl.
Just started my DS, gonna edit it now, also, I noticed a little Mistake in the Pic, that was in the initial Pic too, looking at the tail, the End is too wide.
I thought it would make a good Girl
