Generally a character will have more art in they're more prominent within the franchise they come from. Goten had a reasonably large role in the Buu saga of DBZ and a few movies. However, he was largely a nothing character through out all of Super, but he was still there. People are reminded he exists and thus people think of situations to put him in. Marron, Zangya, and kinda Launch at this point are nothing/forgotten characters in comparison.
Also, it probably depends on the artists taste. Maybe ask them.
