I think the heels are a something this drawing got wrong. It's sort of a plot point that Ruby doesn't wear heels. She wears boots and they only have the very slight heel that unisex boots do.

I don't think Ruby's really drawn with heel'd boots, so much as she's supposed to be arching her toes, and the angle makes her boots look like they have heels.
